Overview

Temporary Welfare Benefits are provided to low income earners in order to alleviate the impact of the increase in the consumption tax rate implemented in April, 2014.

Objectives

In order to alleviate the impact of the increase in the consumption tax rate implemented in April, 2014, Temporary Welfare Benefits are provided to low income earners as provisional/temporary support until the introduction of an institutional program.


More specifically, 15,000 yen is paid to each person meeting the eligibility requirements during FY2016.
(One time payment.)


The application period and procedures for the benefits vary among municipalities. For more information, please refer to newsletters, etc. from your relevant municipality.

Persons eligible for payments

Persons who qualified for the Temporary Welfare Benefits for 2016 (3,000 yen)
(Actual receipt matter of a Temporary Welfare Benefit for 2016 [3,000 yen] is not required for eligibility.)


Specifically, persons not taxed for municipal inhabitants tax purposes for FY2016 are eligible for the benefits.
However, persons falling under any one of the following are ineligible for the benefits:

  • Persons whose living costs are paid by persons taxed for municipal inhabitants tax purposes for FY2016
    (i.e. dependent relatives of taxable persons for municipal inhabitants tax purposes); or
  • Recipients of public assistance.


*Persons receiving benefits that are paid in accordance with the examples of the criteria for the public assistance such as those receiving Welfare Benefits for Japanese returnees from China, are also ineligible for the benefits.

Payment amount

15,000 yen to each eligible person (One time payment.)

Application method

To receive the Temporary Welfare Benefits (Economic Measure Portion), an application must be submitted to the municipality listed on the applicant's residence certificate as of January 1, 2016.
The application procedures and period vary among municipalities.

Note

*A person without permanent residence may apply for the Temporary Welfare Benefits even on and after January 2, 2016, upon completion of registration as a resident with a municipality in which the person resides.

*DV victims and children living at child welfare facilities who are afraid of transferring or are unable to transfer their resident registrations to municipalities of their current residence may file an application for the benefits with the municipalities of their current residence. Please consult the municipalities in which you currently reside.
